The Senior Health System Planner provides support and leadership to Strategic & Operational Clinical Network provincial planning initiatives that advance the AHS mission, goals, values and priorities. The role also serves to advance strategic planning and development across the province allowing system planning to be evidence based, focused and aligned with overall organizational directions and outcomes, processes and annual planning cycle.

The Senior Health System Planner:
· Provides high level strategic planning and facilitation in support of health system and Strategic / Operational Clinical Network design and delivery to meet client/patient needs now and into the future.
· Undertakes/supports key components of strategic planning including but not limited to health needs assessment, current state assessment, future state definition, gap identification, governance, change management planning, development of objectives and outcome statements, stakeholder input, critical analysis and capacity building.
· Ensures linkages and alignment of Strategic/ Operational Clinical Network planning with AHS strategic directions, the AHS Health Plan, zone plans, portfolio plans, service planning frameworks, policies, business plans, and standards/best practices when developing health system strategies and models.
· Develops and applies evidence informed planning frameworks and other tools to enable consistency provincially and within and across SCN/OCNs.
· Works in a collegial and team manner, building and maintaining relationships and partnerships with internal and external stakeholders.
· Is an experienced professional with a broad based background in health planning.

Major Accountabilities:

Health System Planning - With a focus on Strategic / Operational Clinical Networks, the Senior Health System Planner:
· Leads and/or provides advice on the development, implementation and evaluation of provincial, strategic and integrated planning initiatives.
· Contributes to strategic system planning including health needs assessment, current state assessment, future health system design, initiative priority setting, business case development, change management, and evaluation of the planning process.
· Draws on expert skills and abilities to interpret and apply planning strategies, project management and facilitation skills to complex provincial planning activities
· Develops effective relationships with AHS stakeholders and others and provides expert advice on strategic planning, project management and stakeholder facilitation to ensure client/patient needs are central to planning, are met and future needs anticipated. He/she may lead or support various high level stakeholder meetings, committees and project teams.
· May lead or coordinate complex and specialized methods, protocols, processes related to strategic planning, stakeholder engagement and facilitation.
· Evaluates and improves planning processes and tools.
· Provides leadership through: planning, effective communication, ethical decision making, commitment to achieving established goals and objectives, ensuring outcomes and measurements and standards are addressed and plans are adjusted appropriately when required.

Capacity Building:
· Researches, develops, tests and refines frameworks, tools and processes for use in health system planning and in support of Strategic / Operational Clinical Networks. This could include, initiative priority setting and assessment tools, planning guidelines, templates, checklists etc.
· Builds understanding of AHS annual planning cycle and requirements, health system and health system planning approaches and techniques with initiative leads and supports.
· Mentors other planners / SCN & OCN core committee members and builds understanding and capacity across the organization of health system and strategic planning.
· Provides system planning consultation and advice to AHS Strategic Clinical Network leads and others.

Conceptualization and Planning:
· Collaborates, leads and manages health system planning activities, with a focus on support to planning for Strategic / Operational Clinical Networks, as well as other key provincial initiatives and support functions.
· Creates project plans that may include multiple phases and revises plans as appropriate to meet changing needs and requirements while ensuring they support the strategic directions, guiding principles and vision of AHS.
· Facilitates transition to portfolio planners, project managers or designated staff for detailed implementation planning as required.
· May advise on high level business plan and budget associated with the initiative.
· May supervise external consultant/project staff.
· Manages day-to-day aspects of planning including: governance, scope definition and management, project staging and milestones, communication, issue identification and resolution, risk mitigation etc.

Ensures appropriate methods, planning tools and engagement strategies are considered such as:
o New evidence/approaches to planning
o Benchmarking studies and literature reviews
o Best practices/standards of care
o Population prevalence, demographic trends and service statistics
o Horizon and environmental scans
o Quality and process improvement methods
o Health needs assessment
o Engagement and change management strategies
o Linkages and alignment with other AHS portfolios and plans

Delivering Solutions:
1. The incumbent will need to ensure projects are scoped and defined with a clear understanding of: governance, outcomes, timelines, the role and capacity demands on the client, and the role of the senior health system planner. Templates, tools, team consultation are available to assist with issues and problems.
2. The incumbent will need to be able to manage stakeholder expectations and competing service demands within a complex organizational environment; balance understanding of high-level organizational direction with the development and execution of SCN and portfolio level strategies/deliverables; generate cross-sector collaboration and consensus in system/program design; and maintain current knowledge of trends and best practices in order to maximize opportunities for innovation in health system design and delivery.

Impact:
1. The incumbent will provide recommendations on: approaches/strategy for future health system/Strategic / Operational Clinical Network development, direction for the initiative/project and interaction/linkages with other plans or planning projects. Significant impact may be on initiative or program business plans, health outcomes, change in services, access to services, location of service, resource allocation etc.
2. The incumbent will provide critical thinking and strategic analysis support to initiatives, including raising questions to ensure alignment with the strategic direction of the organization and consideration of linkages and impacts from a provincial system perspective.
3. Issues that need to be escalated to the Director are major areas of risk with the project/initiative such as changes in scope or timelines, serious problems with conflict among stakeholders, etc. In addition, any issue where planning directions are not aligned with AHS Strategic Directions or Health Plan.

Expertise:
Masters degree in a health or management related discipline is preferred. Equivalencies of education and experience may be considered. Health system design, service planning or project management methodology training would be an asset. A minimum of five years progressively responsible experience in a management, administrative, planning, evaluation, quality improvement or clinical role in an organization of significant size, complexity and diversity is preferred (healthcare experience an asset). A demonstrated clear pattern of professional and personal development.

The incumbent will possess a record of accomplishment in the following areas:
· Successful leadership experience in strategic or project planning, execution, reporting, monitoring and evaluation.
· Experience in leading senior level projects or teams, expert level analysis, and developing complex reports to disseminate results.
· Significant successful experience working in high performance teams within a planning and/or project management environment.
· Experience in resource management including planning and budgetary accountability.
· Proven abilities in strategic thinking, complex problem solving, concerns resolution, investigation, and negotiation.
· Experience in initiating and fostering positive relationships and partnerships with key internal and external stakeholders.
· Ability to deal with highly complex or sensitive issues in a professional manner.
· Effective communicator with strong organizational skills, influential skills, client focused orientation and commitment to providing quality services.
· Strong ability to convey information or transfer/ knowledge in oral or written form.
· Demonstrated ability to facilitate change.
· Has a solid understanding of strategic planning, tools and processes and is able to use these skills to both assist others and in the development of strategic plans that support AHS mission, goals, values and priorities.
· Ability to know when decisions require consultation with senior management.
· A valid driver’s license is beneficial in supporting the work that will take place across the province.

Resource Management & Leadership:
  • The incumbent will influence strategic and business planning at the SCN level and within the Priorities and Performance portfolio.

    Patient & Client Safety:
  • While the incumbent does not have direct patient/client contact, their work impacts health system and service planning across the province. The strategic and initiative plans that will be compiled developed or supported through this department will be the basis for the creation of health system recommendations that may be sent to Executive and zone leaders to support operational decision making.

    Other Important Information:
  • The incumbent may reside in Edmonton or Calgary, but there will be requests to travel to various locations in the province based on planning needs.

    Comparative Positions:
  • Senior health system planners represent a unique group of professionals who function to advance strategic service development within AHS. This role enables an integrated, long term health system perspective and promotes a provincial approach to system and service development.

    Salary/Benefits: This position is classified as a P4-2. Minimum $80,000.00 to maximum $119,750.00 annually.
